状況が落ち着いてきていた。

Greetings from London! So over the last couple of weeks things seemed to be stabilising. 

The cases had gone down quite low and people were getting used to things.

ロンドンからお伝えします!ここ数ヵ月、状況は落ち着いてきました。

感染者数も減少してきていて、人々はこの状況に慣れてきていました。

     

ローカルロックダウンが開始された!

However, in the last week or so, well last month actually, the government has started to introduce something they're calling local lockdowns for the first time. This means that cities or areas are being locked down on their own. 

しかしながら、この数週間、いや、先月、政府はローカルロックダウンを初めて行いました。

ローカルロックダウンとは、市や地域だけがロックダウンすることを意味しています。

    

It's not a national response anymore. So the first town was Leicester, the city of Leicester.

That was about a month ago. And then, just this last week Manchester has a kind of lockdown rules re imposed. 

もう国単位での施策ではありません。まず、レスターからロックダウンをしました。

1ヵ月前のことです。先週はマンチェスターがロックダウンを再び課されました。

    

ヨーロッパに第二波が来ている!?

So it feels like that we're kind of heading towards, maybe a second wave as is happening in the rest of Europe and France and Spain in particular. So the government's really worried and easing, further easing that was supposed to happen from today has been cancelled. 

ヨーロッパ、特にフランスやスペインでも同じような状況なので、第二波が来ているのではと感じています。

なので、政府は状況を心配し、8月1日から実施予定だった、規制緩和を取り止めにしました。

    

イギリスでは店内でのマスク着用、義務化!

So, what's actually changed in terms of measures recently was that last week, Boris Johnson said right okay everyone's got to wear face coverings now inside shops. 

So that was new. Before, for the whole of the lockdown, we didn't have to wear face coverings when we went to the supermarket or in any shops, which I personally found a bit strange. 

実際、イギリスでどんな変化が起きているかと言うと、先週、ジョンソン首相が店内におけるマスク着用の義務化を発表しました。これは新しい取り組みです。以前はロックダウン中でもスーパーに買い物に行くときに、マスクをしてませんでした。個人的にはどうかと思っていましたが。

     

But anyway, from the 24th of July, everybody now has to wear face coverings and I went shopping on that first day, and I went to the supermarket and about 90% of people were wearing the masks, including the people who work in the supermarket. 

7月24日からは全員がマスク着用義務化になったので、買い物に行ったところ、店員を含めてスーパーにいる90%の人がマスクをしていました。

     

That was quite reassuring. And then I went to another supermarket the next day, and everyone, absolutely everyone, was wearing a mask. I was very pleasantly surprised. 

これを見たときホッとしました。そして、翌日、別のスーパーマーケットに行ったときは、なんと全員がマスクをしていたのです。嬉しい驚きでした。

     

夏季休暇の旅行はどうなっている?

So, this is obviously something that's here to stay. And something that was also encouraged by the government is to take our summer holidays within England, to stay inside of England. Instead of going abroad. 

店内におけるマスク着用が定着してきています。

また、政府が国民に対して、夏季休暇に海外に行くのではなく、国内で過ごすように推奨しています。

    

Because what's happened obviously, as I said, that cases have been increasing in Spain and France, and also Portugal. And these are probably the top three countries that English people like to go to for their summer holidays. 

なぜなら、スペインやフランス、ポルトガルにおける感染者数が増えているからです。そして、おそらく、この3つの国は、イギリス人が夏季休暇に行く人気の国トップ3なのです。

     

So, what has happened is that, for example, Portugal and Spain have been put on a kind of red list, which means that those countries you go to for your holiday, when you come back to England, you have to go into self isolation for two weeks. 

今起こっているのは、ポルトガルとスペインがレッドリストの国に入っていることです。つまり、これらの国を休暇で訪れたら、イングランドに戻ってきたときに二週間の自主隔離をしなければならなくなります。

     

So most people who have bought a holiday in those countries are now thinking there's no point in going on holiday, if I then have to stay at home for two weeks coming back home. 

ポルトガル、スペインなどの国に行く予定だった多くの人が、イギリスに帰国後、二週間の自主隔離をしなければならないのなら、旅行を取りやめることを考えています。

     

Especially, it depends on the nature of your job. If you can work from home, you might consider still going on holiday. But if you can't work from home, then you're less, obviously, likely to be able to self isolate for two weeks, on your return. 

特に、どんな仕事をしているかにもよります。在宅勤務ができるなら、ポルトガル、スペインなどに行くこともありでしょう。でも、在宅勤務ができないなら、二週間の自主隔離が難しくなります。

     

新しい言葉(Staycation)

So that's really hit the tourist industry, with regards people flying off to other countries. So instead, more and more people are staying in the UK for the holiday. And there's a relatively new word that is used for this, it's staycation. It's one word, instead of vacation, which means holiday, va has been replaced with stay, staycation. 

人々が他国に旅行に行かないことは、観光産業に打撃を与えています。その代わり、多くの人々はイギリス国内で休暇を過ごすことにしています。そして今、この国内で休暇を過ごすことを表した比較的新しい言葉、「staycation」が注目されています。これは「vacationm」(休暇)と「stay」(とどまる)を組み合わせた言葉で、「vacation」の「va」を「stay」に置き換えています。

    

So, this is now very popular. My friends, I've got loads of friends who've gone away to Devon or lovely places within England for a couple of days, a long holiday, I mean a long weekend. And they've really enjoyed it. 

この「staycation」と言う言葉はとてもよく使われています。友人の多くがデボン州(イングランド南西部の地域)などの国内の素敵な場所に行って、週末を過ごしています。彼らは本当に楽しい時間を過ごしたようです。

     

新しいキャッチフレーズ(Eat out and help out.)

So that's something that is happening now obviously because we have summer and the new measure that's been introduced by the UK Government is something called, there’s a catchphrase, “eat out to help out”.

これが英国の夏の現状です。また、英国政府は、新しいキャッチフレーズ「eat out and help out」(外食して助けよう)を推進しています。

     

サービス産業をサポートする取り組み

So this is the government's attempt to encourage us to go to restaurants, pubs, bars, etc, maintaining social distance which is obviously quite tricky when you're eating and drinking, but to help support the hospitality industry. So to do that, the government has reduced VAT from 15% to 5%. So that in theory should help encourage us to go and eat out.  

これは政府が推進している取り組みで、ソーシャルディスタンスを保ちながら、レストランやパブ、バーなどに国民が行くことを推奨しています。飲食をしながらソーシャルディスタンスを保つことは簡単ではありませんが、サービス産業をサポートするための取り組みです。これを進めるために、政府は消費税を15%から5%に減税しました。これによって、基本的に、人々は外食しやすくなっています。

    

ロンドンの公共交通機関

Another thing I'd like to talk about is transport within London. Many people myself included, don't feel safe, traveling on public transport so that means on the tube, on the buses, on the trains, and instead people have been driving to work or wherever they need to drive to, using their private car. 

もう一つ話ておきたいことは、ロンドンの交通機関についてです。私を含む多くの人が地下鉄、バス、電車などの公共交通機関を利用することについて安全だと感じていません。なので、代わりに自分で車を運転して通勤したり、自家用車で移動しています。

    

Or if they don't want to do that because if you drive into central London using a private car, you have to pay a congestion charge. And if your car's very old an additional charge so a lot of people don't want to do that. So the taxis have become more popular. Well obviously you've got Uber and then you've got the London black cab, those are the two most famous options. 

ロンドン中心部に行く際は、混雑課金と呼ばれる料金が取られる上に、古いタイプの車だとこの混雑課金が割増されるので、自分で車を運転して行きたくないが大勢います。なので、今はタクシーがとても人気になっています。Uberとロンドンタクシー(ブラックキャブ)がトップ2人気の移動手段です。

     

コロナ対策がされたブラックキャブ

And I personally experienced a journey to Central London last week, using a black cab and I chose that instead of Uber because I'm aware that black cabs have a real solid partition between the driver section of the vehicle and the passenger section. 

先週、ロンドン中心部へブラックキャブを使って行きました。Uberではなく、ブラックキャブを使った理由は、ブラックキャブは運転手と乗客が乗る座席の間にしっかりとしたパーテションが設置されてるからです。

    

So that means that you know for Covid 19 protection that dividing partition is very secure, solid, very efficient. So I chose that, and I was very happy with the whole experience. 

このパーテションがあることで、新型コロナから、とてもしっかり守られていて、効果的だと感じました。なので、ブラックキャプを選びました。そしてロンドン中心部へのブラックキャブでの往復は全く問題ありませんでした。

     

And during the journey the taxi driver told me that actually in addition, they have two separate air conditioning systems so they've got one for the part where the driver sits. And then on the other side of the partition where the passengers sit they have a separate air conditioning system.  So that gave me additional peace of mind. 

このブラックキャブに乗車中、タクシー運転手がブラックキャブには、2つの換気装置がついていると説明してくれました。つまり、運転席のエリアである前列と、お客さんエリアである後列で異なる換気装置がついているんです。この話を聞いて、もっと安心してブラックキャブに乗ることができました。

     

And also I chose the black cab experience because I had heard that Uber drivers have been putting up kind of partitions that they made themselves. And it was in the news that during one journey the partition just fell down, on to the passenger. Suddenly there was absolutely no partition whatsoever. So that made me very wary to use, you know, anything other than a black cab. 

ブラックキャブを選んだ別の理由は、Uberドライバー手作りのパーテションを作って設置したのですが、それが運転中に乗客に倒れてきたというニュースを聞いたからです。突然、運転手と乗客を隔てるパーテションがなくなったのです。このニュースを聞いて、今はブラックキャブ以外を使うことにとても慎重になっています。

     

自転車が手に入らない!

Something else I'd like to talk about is linked to this public transport issue. 

So also, people are deciding to use bicycles to travel into work, which is obviously environmentally a safe option. And what has been a result of that is that in bike shops, it's very difficult to buy a bike now. 

他にも公共交通機関にリンクする話をします。人々は、自転車で通勤しています。これは環境にも優しい移動手段です。この流れに伴い、自転車を買うことがとても難しくなっています。

    

They've basically sold out because everybody's thinking the same thing, and especially if you are working for a company that wants to join a government scheme that's called Cycle to Work, If your employer joins that scheme, then you can buy the bicycle for a cheaper price. 

みんなが同じことを考えるので、基本的に、自転車が売り切れています。特に、政府の「自転車通勤スキーム」に参加している会社に勤めている人は、自転車を割安で買うことができます。

    

And it doesn't cost the company anything. So it's a really good scheme. And I've got some friends or some colleagues who are interested in that and applying for it. So this also gives you extra health benefit. And so, obviously you're getting exercise as you go along. 

この仕組みにおいて、会社はコストがかかりません。とてもよくできたスキームです。友人や同僚もこのスキームに申し込んでいます。(このスキームで自転車を買うことで、社員は非課税の福利厚生により、安く自転車を購入できるだけでなく)、自転車通勤によって運動もでき健康的です。

     

But as I was driving into central London last week with the taxi, obviously London taxi drivers, black cab drivers they talk, they are famous for talking a lot, so we talked the whole way there and back. 

先週タクシーでロンドン中心部に行ったとき、タクシー運転手が話していました。(余談ですが、タクシーの運転手はよく話すことで有名です。)

     

自転車専用レーンが増えている

And one of the taxi drivers mentioned that recently there'd be lots of additional cycle lanes that have been created, especially for cycles, so taxis can't go in them, nobody else can go in them as there are extra pavements that divides the two sections. 

タクシーの運転手いわく、最近、自転車専用レーンがどんどん作られているのだそうです。そして、その自転車専用レーンは、車道と自転車専用レーンを隔てるように舗装されていて、自転車専用レーンに車などが入ってはいけないことになっているのです。

    

So he was really not happy with this. He said, okay, it's great for rush hour because lots of cyclists are using those dedicated cycle lanes. 

このことにタクシー運転手は不満げでした。彼は、ラッシュアワーには多くの人が自転車通勤をするので、このレーンを作ることはいいアイデアだと言っていました。

     

However, for the rest of the day, for example, when he was taking me in, it was empty, I could see the cycle lanes were virtually empty. Nobody was using them, and it means that the traffic that's on the remaining lane for, you know, everyone else is much more congested, there's much more traffic. 

ラッシュアワーの時間帯以外において、自転車専用レーンには誰もいませんでした。でも、ラッシュアワーの時間帯以外においても、ブラックキャブなどの車が自転車専用レーンを避けることで、渋滞や混雑を引き起こしてしまっています。

     

So it's not actually good for air quality or, you know, speed of getting anywhere. 

You know, there have been measures introduced that maybe need a bit more thinking about, because they're not perfect, by a long way. 

なので、大気汚染、行きたいところにすぐに行くという意味では、自転車専用レーンは、いいアイデアではありません。新しい仕組みを導入するときには、その仕組みがパーフェクトから程遠いことを前提に、いろいろなことを考慮しないといけないんですね。

     

So there you go there are the current hot topics from London during COVID-19.

ロンドンの自転車

So I have two questions. Do people buy their own cycle, bike. 

2つ質問があります。まず、社員は(政府の自転車通勤スキームを使って)自転車を買っているのですか?

    

Well, it depends whether they can join a scheme, through their employer. If they can, then they get the bike has a reduced cost. So that's, you know, something that if they have that choice they will definitely chose.

社員がそのスキーム参加して自転車を購入できるかは会社次第です。もし、会社がそのスキームに参加していれば、自転車を割安で買うことができます。

    

And bikes are sold out in London? 

ロンドンにおいて、自転車は売り切れてるってことですか?

     

Definitely. So my friend she had to put a deposit down on the only remaining bike. So tomorrow, no Monday, she's going to go and get it and she's so excited. 

売り切れてます。私の友人は、残りの自転車を確保するためにデポジット(一部の金額の前払い)をしてました。明日月曜日に受け取りに行くそうです。とても興奮してましたよ。

    

自転車の盗難が相次いでいる

But I told her that she needs to really look after the bike, needs to get a very strong padlock because theft of bicycles has gone up a lot, because everybody is now wanting the bicycles. Obviously, thieves can resell them for quite a good price. Especially if they are brand new. 

でも、私は彼女に、彼女の自転車をちゃんと管理するように言ったんです。具体的に言うと、ロンドンではみんなが自転車を欲しがっていて、自転車の盗難が頻繁に起こっているので、頑丈なロックを自転車にかける必要があるよって。自転車の窃盗犯は盗んだ自転車を高額で売っているんです。特に新しい自転車は高値で取引されているようです。

    

ロンドンっ子は本当にマスクをしてるの?

So how about wearing face masks situation in London?

ロンドンにおけるマスクの着用状況って実際のところどうなってるのですか?

    

Okay, so we have to wear them inside, indoors basically, not in people's homes, but in public spaces that are indoors so basically shops whatever the size. It can be a supermarket or a small shop. You definitely need to wear a mask if you're going into those spaces.

そうですね、まず、家の中以外の、公共施設の中では、店の広さに関わらず、マスクを着用しなければなりません。スーパーマーケットやお店などが対象です。それらの施設内に入るときには、必ずマスク着用しなければなりません。

     

マスクをちゃんと一日中してるの?

And people wear masks all day long, or they take off at some point of the day?

人々はマスクを一日中着けているのですか?それともどこかで外したりしてるんですか?

    

Basically the general opinion is that it's not very comfortable wearing masks, so they want to wear it for the shortest time possible. 

マスクをすることはあまり心地よいものではないと言うのが一般的な意見です。なので、なるべくマスクをしている時間を短くしようとしています。

    

And a lot of people are still using the disposable masks. So I have, when I go on my daily walk in the morning. I have seen, basically every day I see a mask, a disposable mask on the pavement. Somebody has thrown it away before they got home. 

そして、まだ多くの人が使い捨てマスクを使っています。(ちょっと残念なことですが、)朝、散歩をしていると、使い捨てマスクが道に捨てられているのを毎日見かけます。誰かが家に帰る前に捨てたのでしょう。

     

So what I’m guessing is maybe when they’ve come off the bus they no longer need to wear the masks so they have been thinking okay I will get rid of it and they don’t wait until they get home put it in the bin they just chuck it on the pavement. So that’s not very nice.

バスを降りて、もうマスクをしている必要がないと判断し、マスクを外して、家に持って帰ってゴミ箱に捨てるのではなく、その場(道路)に捨てているのでしょう。いいことではないですよね。
