意味合いとしては、過去にも経験しているものと比べて、それと同じくらいに良かったというニュアンスになります。
つまり、簡単に言うと、「最高だ、とてもよい、素晴らしい」という意味で使えます。

今日のフレーズのポイントは、「be up there with 〜」です。
「be up there with 〜」： 〜に匹敵する、〜に決してひけを取らない

イギリス人にも「be up there with」の意味を聞いたところ、
「up there with」＝「as good as」
と言っていました。
つまり、「A is up there with B.」＝「A is as good as B.」、「AはBと同じくらい良い。」と言う意味合いなんですね。
たとえば、こんな感じで使えます。
That holiday was right up there with my other favorite holidays.
（今回の休暇はこれまでで一番の休暇と同じくらい最高だった。）（＝The holiday was as good as my other favourite holidays.）
なお、「be up there with 〜」は、「be up there with best」の形で使うことが一番多いです。

何かが「とても良い、素晴らしい」って言いたいとき、「〇〇 is very good.」（〇〇が素晴らしい）とダイレクトに言う代わりに、「〇〇 is up there with the best.」（〇〇は最高に匹敵する。）→（〇〇は最高だ、素晴らしい）とちょっとひねった言い方をすることがあるんですね。（Other way of saying something was very good.）
この「be up there with 〜」は「Good English」であり、「Neutral」（中立的）な表現なので、友人・家族だけでなくビジネスでも使えます。
また、書き言葉でも話し言葉でも両方で使えますが、どちらかと言うと話し言葉で使われることが多いです。（It can be more conversational than written.）
