イギリス人にも意味を確認したところ、
=something is very erratic
=sometimes good sometimes bad, it’s not reliable
=Not always good, erratic
とのこと。
つまり、「不安定で、出来不出来が一定でない様子」を指すんですね。
基本的に、「very hit and miss」と「very」をつけて使います。
別の英語フレーズで言うと、「It’s not always good.」が一番近い言い回しです。
